Import and Export Safety in Fumigation & Pest Control

Overview

Import and export safety ensures that goods moved across international borders are free from pests and contaminants, complying with international regulations and national safety standards.

Phytosanitary Measures

  • Based on IPPC guidelines and ISPM standards
  • Treatments include fumigation, heat treatment, and irradiation
  • ISPM-15 governs wood packaging material safety

Packaging Material Treatment

  • Wood packaging must be either heat-treated or fumigated
  • ISPM-15 compliance stamp (wheat stamp) is mandatory
  • Pallets, crates, dunnage, and bracing are subject to these rules

Fumigation Safety Guidelines

Element Safety Measure
Certified Operator Only licensed fumigators should conduct treatments
Gas Exposure Limits Should not exceed safe limits (e.g., PH₃ < 0.3 ppm)
Sealing Requirements Fumigated containers must be gas-tight
Warning Placards Visible signs during and after fumigation
Ventilation Adequate aeration before handling/export
Monitoring Devices Gas detectors and dosimeters must be used

Regulatory Compliance

Region Authority/Standard
India Plant Quarantine Order, 2003
USA USDA-APHIS, CBP
EU EFSA, DG SANTE
Global IPPC, WTO-SPS Agreement

Required Documents

  • Fumigation Certificate
  • Phytosanitary Certificate
  • ISPM-15 Marking on packaging
  • Material Safety Data Sheet (MSDS)
  • Certificate of Origin (COO)

Risks of Non-compliance

  • Shipment rejection at ports
  • Delays, demurrage, and penalties
  • Environmental and health hazards
  • Quarantine pest introduction to importing country
